Chairman / Vice-chairman

The council keeps one chairperson and one vice chairperson; the chairperson, representing the council, arranges the proceedings, keeps order and supervises the general affairs while the vice chairperson shall act as the post of chairperson in the absence.

Member

The council consists of 7 members whose office is held for 4 years. The members shall comply with the laws and orders while fulfilling the given duties conscientiously for the improvement of civil interests and welfare, and the local development.

Secretariat

The organ, consisting of 13 staff and the secretary general, is responsible for basic operating plan, general adjustment and budgeting and executing.

Policy Analyst of Committee

The member shall review agenda and assist the proceedings.

Civilians’s Representative Organ

The council, consisting of members elected by the civilians, represents the local interest on behalf of the region and reflects the public opinion to determine policies.

Resolution Organ

The council reviews the general local policies such as civilian burdens, ordinance enactment and operating organizations and finalizes them.

Legislative Organ

Enacting the ordinances, the statue of local governments and undertaking the related functions.

Auditing Organ

Auditing and confirming whether execution organs executes reasonably administration.

Session means the no. of days during which the council works, is limited to 100 days a year including regular and irregular meeting; it may be extended for more 10 days upon the resolution of the general meeting.

Regular meeting

It is operated for 20 days and shorter in the first(opening on July 1st) and for 25 days in the second(opening on December 1st) while the first regular meeting shall be intensely operated for budgeting and settlement.

Irregular meeting

Irregular meeting is convoked if necessary and frequently held, not longer than 55 days for a year.

Resolution Organ

The council is to resolve the locally important matters while execution organ consists of the governor of gun and the related officials.

Independent Type Organ

Gapyeong-gun, a local government has the council and execution(administrative organ) independently and separately.
